Meeting in Toulouse on 17-18 July 2008, representatives from EU Member States with responsibility for police and judicial cooperation in criminal matters, gave new impetus to joint investigation teams.
To improve the fight against crime, the Joint Investigation Teams (JITs) allow judges and investigators from several Member States to work directly and conduct investigations together on single cases. They help the competent authorities to build stronger ties and share information as a network to combat criminal networks. Some Member States - including France and Spain - already have solid experience in the use of such teams and procedures.
The seminar provided an initial and concrete review of this highly innovative form of cooperation, based on the active sharing of procedures and resources.
Discussions focused on the necessary conditions for the development of JITs and identified the best practices that can contribute to the successful and wider use of JITs in the best possible conditions.
The seminar also highlighted the importance of involving European agencies - notably EUROJUST, a European unit to coordinate investigations and proceedings - in the deployment of these teams, and the support they require in terms of logistics (funding, equipment) and judicial procedures (active participation in JIT actions, helping to prevent conflicts of competence).
These concerns are also at the core of the draft decision strengthening EUROJUST which will be submitted for approval by ministers at the Justice and Home Affairs Council meeting (JHA) on 24-25 July 2008. The seminar is also testimony of the Presidency's wish to encourage EU police forces to use all cooperation tools that are at their disposal, particularly those that are the most innovative and efficient.
