The reform of the security sector

This seminar, jointly organised by the French Presidency of the Council of the European Union and the European Peacebuilding Liaison Office (EPLO), is intended to present the action taken by the European Union, particularly in the framework of the European Security and Defence Policy (ESDP), to reform the security sector and strengthen cooperation between ESDP operations and specialised civil society organisations.
The political stability and economic development of every country depend on a security system (e.g. police forces, armed forces, intelligence services, judicial institutions, prison facilities) that is effective and legitimate in the eyes of its people.
The European Union has already launched several ESDP missions focused on security sector reform (SSR), particularly in the Democratic Republic of Congo and in Guinea Bissau.
SSR measures are aimed at restablishing or reinforcing the effectiveness and legitimacy of the security sytem, which are crucial to the political stability and economic development of every country. As well as being an essential component of crisis prevention and resolution, SSR also contributes directly to establishing governance respectful of democratic standards and human rights.
The seminar will emphasize the role of cooperation between the various players (ESDP operations, European Commission, civil society organisations) and focus in particular on the cooperation between ESDP operations and civil society organisations specialising in SSR.
This meeting aims to produce concrete recommendations as well as help to improve cooperation between the EU and NGOs, especially in crisis management.
