Accounting reforms in the European States

The representatives of the 27 EU Member States and EU candidate countries are meeting during a seminar to discuss accounting reforms in the European States.

With the aim of improving public performance, this two-day seminar will be an opportunity to share best practices within the European Union on the following issues:

  • accounting reforms as a lever for good State governance;
  • the quality and certification of public accounts;
  • internal audits and control.

In addition to representatives from the 27 Member States and EU candidate countries, academics and representatives from professional accounting organisations will also take part in the discussions.

Many countries have begun harmonising accounting standards. In the public sector, this harmonisation procedure is in keeping with policymakers' objectives to make public services more efficient and improve the steering of public action through a more effective assessment of the costs and performance of public policies.

State accounting reforms firmly reflect the modernisation of public management by contributing to financial transparency and complying with the accounting principles applied in the private sector.

These reforms are based on a global system of internal control and risk management which seeks to continuously improve the effectiveness and reliability of accounting procedures as well as the presentation of financial information.

Although each State is a unique entity with its own strategic vision and specific features, there are similarities between the approaches of the most successfully implemented accounting reforms. The keys to the success of such reforms are improved financial reporting quality, a strengthened internal control system, adapted information systems, and effective dialogue with the States' Supreme Audit Institutions charged with assessing the quality of public accounts on behalf of the European Parliament.

This seminar will therefore offer both those in charge of steering internal control and those responsible for State accounting and accounting reforms the chance to meet their European counterparts and share their experiences and practices in this area.
