Declaration by the Presidency of the Council of the European Union following the assassination of Malalai Kakar (Afghanistan)

The Presidency of the Council of the European Union condemns with the utmost firmness the cowardly assassination of Malalai Kakar, a leading police officer who was head of the city of Kandahar’s Department of Crimes Against Women and whose son was seriously injured in the attack. The Presidency expresses its most sincere condolences to her family and assures the Afghan authorities and the Afghan people of its deep sympathy and full solidarity.
France pays homage to the memory of Malalai Kakar and to her courage, a courage she paid with her life. She was the first woman to join the Kandahar police after the fall of the Taliban.
In targeting Malalai Kakar, the Taliban, who claimed responsibility for the assassination, deliberately sought to reach what she stood for in terms of the defence of human rights, women’s dignity and the building in Afghanistan of a State governed by the rule of law.
The Presidency of the Council of the European Union pays tribute to the heavy toll suffered by Afghan police in their fight against the violence that is bringing bloodshed to the country, and recalls the European Union’s commitment to stand by them in the fight against terrorism in order to enable the Afghan people to live in peace and secure respect for their sovereignty and for democracy.
