This event, to be held during the French Presidency of the European Union, has been organised in the framework of the DISPA European network of Schools and Institutes of Public Administration whose activities contribute to the European Public Administration Network (EUPAN).
With special guests André Santini, the Minister of State for the French Civil Service, and Roland Ries, the Senator-Mayor of Strasbourg, this meeting marks a high point of the Presidency with regard to civil service affairs. It also symbolises the European commitment of the ENA, which has trained 1,190 students from European countries outside of France since 1949. Since 2004, its competitive entrance examination has been open to all European nationals aiming to serve in the French civil service. Finally, Europe is one of the most important subjects covered in the study programmes followed by students of the ENA.
The activities have been organised in such a way as to promote the most open debate possible. This will focus on technical subjects, such as achieving the correct balance between initial training and continuing education when preparing senior civil servants for the responsibilities of their roles. It will also cover issues of a more political nature, such as the links between initial training and European realities, or the place of Europe on the international market for public administration training.
Organised with the support of the Alsace region, the département of the Bas-Rhin and the city of Strasbourg, this French Presidency event shall bear witness to the European vocation of this city.
