This meeting will address the topic of museum security. Its primary aim will be the drafting of a European declaration on theft prevention and theft-prevention measures.

The seminar aims to provide a detailed overview of issues currently facing museum professionals: securing collections from theft, collection and curator mobility, and making museums accessible to everyone.

A declaration on theft prevention and theft-prevention measures in museums will be examined during the seminar. It will focus on three key areas: developing prevention actions, working towards legislative and procedural convergence, and promoting the tracing and return of stolen works.
A number of measures will be put forward during the seminar, including transnational security training, the creation of specialised police services, and the dissemination of best practices, such as the marking of works and the interoperability of national databases devoted to stolen art works.

A programme to promote the temporary mobility and exchange of curators in Europe will also be proposed. Several museums have already expressed interest in the programme, including the Louvre, the British Museum, the Prado, and the Budapest Museum of Fine Arts.

This seminar will also provide an opportunity to explore the role 21st century museums will have to play with regard to citizens. Museums are extremely well-placed to convey knowledge and to promote education and social inclusion. They play a unifying role for all citizens, whatever their origins. Open to all, they aim to attract the most disadvantaged and youngest members of society with adapted pricing policies and by providing a variety of cultural activities in which the emergence of multimedia technology has played a central role in recent years.
