Seminar on prevention measures against chemical, biological, radiological and nuclear threats

Since the attacks of 11 September 2001, unconventional, CBRN (chemical, biological, radiological, nuclear) terrorist threats have become an important cause for concern for states. Preventing and countering this form of terrorist threat is a priority for the European Union and its Member States.
The seminar "Prevention measures against CBRN terrorist threats", to be held in Paris on 30 and 31 October 2008, intends to analyse these threats. Organised jointly by the Ministries for the Interior (RAID/DCI 'Research, Assistance, Intervention and Deterrence' unit) and Defence (DGA, French Ministry of Defence research body) along with the CEA (French Atomic Energy Commissariat), the seminar will bring together experts from the 27 Member States and European institutions.
This event will provide the opportunity to address the facts behind these threats, the solutions and the measures to tackle and to fight them. This will provide the French Presidency with the chance to present French procedures to European partners. The French Presidency will particularly propose on this occasion the creation of a European database containing CBRN incident reports and reports on substances that may be encountered during police operations, together with codes of conduct.
In addition, a European field exercise will take place in the Var from 4 to 6 November. The exercise's purpose is to evaluate in real time the routing abilities of Member State evaluation teams and special intervention units in the event of a major terrorist attack.
