Declaration by the presidency of the Council of the European Union Armenia / Azerbaijan / Russian federation

The Presidency of the Council of the European Union commends the declaration that was adopted on 2 November in Moscow by the presidents of Armenia, Azerbaijan and Russia and which calls for a political settlement of the Nagorno–Karabakh conflict.
It is a very positive gesture designed to calm tensions and encourage stability in South Caucasus.
The decision of the parties to continue the discussions on the basis of the document agreed during the OSCE Ministerial Council held in Madrid in November 2007, and to intensify the political dialogue in collaboration with the Minsk Group will contribute to finding a peaceful, negotiated and balanced resolution to this conflict.
