Forum on Social Experimentation in Europe

The potential of social experimentation to be an innovative and powerful policy instrument for combatting poverty, with a view to strengthening development within the EU, will be the subject of discussion at the Forum on Social Experimentation in Europe organised by Martin Hirsch, the High Commissioner for Active Inclusion against Poverty, which will be held in Grenoble on 21 and 22 November.

Social experimentation can be an important factor for reforming social measures and an effective instrument for successful implementation of the strategy of 'active inclusion' of those furthest removed from the job market. This is a social policy tool which has been implemented in one or more territories in conditions which make it possible to assess its effects, with a view to its becoming applied generally.

In Europe, many countries have a tradition of social innovation, and some have developed experiments in this field. With a view to strengthening national strategies against poverty, experimentation can make it possible to determine the levers used with regard to public action, because it contributes to identifying the Member States' best practices. This Forum will feature many discussions on social experimentation, aimed at learning more about the motivations, constraints, potentials, and challenges of this tool, and promoting its development as a powerful, efficient instrument in the fight against poverty.

The conference will in particular discuss the preparation, implementation, and evaluation of the experiments. The conditions for sharing the lessons learned (training, minimum income, etc.) and their transferability between Member States will also be discussed.

In this context, the French Presidency will also encourage the launching of European transnational experimental programmes. It will support the formation of a network to faciliate sharing and developing existing best practices in the EU. This network will consist of organisations in charge of implementing experimental projects working in partnership with the beneficiaries concerned and of research/university teams that specialise in evaluating processes of this kind in the fight against poverty.

The Forum on Social Experimentation in Europe will bring together politicians, professionals involved in integration (agencies, territorial authorities, associations, businesses, social partners, etc.) and evaluation teams from all the Member States.
