Conference on the dissemination of performing arts in Europe

As part of the French presidency of the Council of the European Union, a conference on the dissemination of performing arts in Europe will be held on 24 and 25 November 2008 in Paris. The conference will bring together artists, operators, researchers and European political players.
The Music, Dance, Theatre and Performances Department (DMDTS) of the French Ministry of Culture invited Onda (the French National Office for the Dissemination of Artistic Works) to organise a conference on the dissemination of performing arts in Europe. The conference was organised in association with the DMDTS and a scientific committee of some ten key European players, professionals and researchers, chaired by Nele Hertling, former director of the Hebbel Theater in Berlin and co-chair of the Franco-German Cultural High Council.
The conference will examine issues such as training (how to prepare future generations of professionals for a cultural scene of European dimensions), information (how to access artistic information, how to develop an exchange analysis tool, how to gather data on professional, legal and social uses or rules), support for dissemination to improve the circulation of works (what mechanisms to put in place, how to build more effective links between public policies, and the responsibilities of operators and artists).
The increasing professionalism of the cultural sector, the emergence of a major European market and the implementation of cooperation support programmes at EU level are just some of the elements that have helped increase the mobility of works in Europe. There are, however, still many obstacles - technical as well as cultural and political - to the circulation of works, with major disparities at a European level.
The mobility of works and artists represents a major challenge for Europe since it contributes to the development of a shared cultural space built on artistic diversity, cohesiveness and solidarity, and helps forge links between this space and the rest of the world. This mobility is an artistic and professional necessity.
By assessing the current state of play for existing practices and mechanisms at a local, national and EU level, and identifying the problems encountered by artists and professionals, participants from across Europe will put forward proposals to meet the challenges posed by the circulation of performing arts in Europe.
