Following the European Commission's communication of 16 July 2008 on "an industrial property rights strategy for Europe", the Council of the European Union, in its Resolution of 25 September 2008 on "a comprehensive European anti-counterfeiting and anti-piracy plan", invited the European Commission and Member States to implement a customs action plan to combat counterfeiting. The discussions of the customs cooperation working parties on this plan for 2009-2012 began under the French Presidency on 2 October 2008 in Nice at their meeting.
A high-level seminar of customs directors-general is being organised on 25 and 26 November in Paris to provide food for thought on the priorities of this customs action plan, which builds on the previous plan for 2005-2008.
Public and private stakeholders will share their experiences and expectations, particularly in terms of operational cooperation. Through the discussions, the seminar participants will identify the main means of strengthening the effectiveness of customs services to take on the current challenges posed by counterfeiting. These include the fight against hazardous counterfeiting for consumer health and safety, against the increasing involvement of organised crime in counterfeiting, against the globalisation of the phenomenon and against counterfeiting over the Internet.
