European mobility for young apprentices - stakes and strategies

The conference on European mobility for young people undergoing initial work-linked vocational training starts on 27 November in Paris.

The advantages of European mobility during training are well known. They have mainly to do with acquiring professional competence (technical and linguistic know-how) and personal competence (maturity, autonomy), as well as the development of European citizenship.

In spite of these many advantages, European mobility for young apprentices is still in its early days. According to the "MoVe-iT" study ordered by the European Commission, in most European countries, just 1% of young people undergoing initial work-related vocational training have a period of study abroad.

In this context, the conference will focus on identifying current barriers to mobility for this type of public, and on defining the key factors that will enable both qualitative and quantitative improvements to be made.

Three round tables will be organised to discuss these issues:

  • The first round table will concentrate mainly on improving educational and financial engineering. It will seek to answer the following question: How can European mobility be set up as part of the training programme for young apprentices?
  • The second round table will set out the advantages of ECVET (European Credit for Vocational Education and Training), as suggested by the European Commission. This is a system by which credits can be accumulated and recognised within professional training programmes. ECVET is organised in parallel with the European Qualifications Framework (EQF), which enables certification from the training centres of various countries to be compared and understood more clearly.
  • The third round table will focus on demonstrating the essential role played by businesses in the development of this type of mobility, and the advantages that businesses can draw from it. In particular, discussions will aim at identifying barriers within companies (organisational, financial and administrative for example) that limit the development of mobility, and at identifying best practices.

This conference will take place during the European Education Fair, which will deal specifically with questions relating to teaching and training.
