JHA Council

The Justice and Home Affairs Council of 25 September 2008 will focus on the common immigration and asylum policy. It will be chaired by Brice Hortefeux, the French Minister of Immigration, Integration, National Identity and Mutually-Supportive Development.
This Council will essentially be dedicated to final discussions on the European pact on immigration and asylum with a view to reaching a political agreement on the text presented by the French Presidency. This text will then be transmitted to the European Council for adoption on 15 and 16 October next.
The Council should also examine the draft directive on the admission of highly-qualified migrants to the EU, on which negotiations have moved forward. The Presidency will inform its partners of the results of the "Building a Europe of Asylum" conference, held in Paris on 8 and 9 September. The European Council should give the European Commission a mandate to arrange a mission to Syria and Jordan to evaluate the Iraqi refugee situation. Lastly, with regard to residence for nationals from third countries married to European Union citizens and the fight against illegal immigration, at Denmark’s request the ministers will discuss the consequences of the Court of Justice’s decision in the “Metock” case.
